Training Tomorrow’s Green Facilities Manager Practitioners

Mark Teo is an Associate Professor of Design in the Business, Communication and Design cluster at the Singapore Institute of Technology. He has more than 15 years of experience, straddling practice and higher education, and has practiced in Singapore, Australia, and Canada. Mark is interested in how spaces impact people’s lifestylesand vice versa. He has crafted and overseen projects ranging from small lighting installations to conservation shophouses and multi-unit high-rise residential developments. Mark is a member of the Singapore Institute of Architects and served on the Sustainability Committee in 2009, during which he was a contributor to the institute’s policy paper on the attributes of a sustainable built environment. He is also serving on both the Sustainability Education Committee and the Sustainability Work Group at  the Singapore Institute of Technology. His current research interests are in human-centred design, sustainability, urban agriculture, and food security.

Associate Professor Ethan Chong specialises in sustainable development, engineering design, and artificial intelligence. As the Head of Sustainability (Education and Research) in the Office of the Provost, he develops SIT’s overall strategy for educational programmes in sustainability while extending and synergizing applied research activities related to sustainability. Dr. Chong envisions an industry driven by cutting-edge technologies and a continuous learning paradigm founded upon the requirements of the future economy. In SIT, he also supports the industry in developing solutions and manpower through training, consultation, and R&D.

Dr. Nguyen Thi Qui is an Assistant Professor at the Singapore Institute of Technology (SIT), Engineering Cluster. She obtained her PhD in Construction Technology and Management from National University of Singapore, Singapore in 2014. She has more than 10 years of experience working on applied research projects in both academic and industry environments. Her research interests are situated in the field of Building Information Modelling (BIM), digitalization, robotics and Artificial Intelligence methodologies for building industry.

Dr. Lock is a Professor (Engineering) at the Singapore Institute of Technology (SIT) and the Head of its Energy Efficiency Technology Centre. He plays an active role in energy efficiency and sustainability, being the Chairman of Accreditation Committee for Energy Service Companies (ESCOs) and the Co-Chair of Steering Committee of Singapore Certified Energy Managers (SCEM) Scheme. He is an Accredited Tier Designer awarded by the Uptime Institute. He is a specialist consulting engineer in the areas of mission-critical electrical design, power quality, EMC, and safety. He conducted many power failure investigations of data centres.

Professor Lock has a unique blend of practicing and academic experience acquired through a career which is equally split between the industry and the academia. He received both his B.Sc. (1975) and Ph.D. (1979) degrees in Electrical Engineering from the University of Strathclyde, UK. He was a faculty at the Department of Electrical Engineering, National University of Singapore for 17 years when he left to set up his consulting practice in 1997. He returned to the academia as a professor at SIT in 2016 after 20 years in the industry.

He is a registered Professional Engineer (Electrical) and served as a Board Member of the Professional Engineers Board, Singapore for 14 years. He is a Fellow of Academy of Engineering Singapore and an Honorary Fellow of the ASEAN Federation of Engineering Organizations.

He is the co-Laureate of the 2021 WFEO Medal for Excellence in Engineering Education awarded by the World Federation of Engineering Organisations. He received the Public Service Medal (2015) and the Public Service Star (2020).

Dr. Hu Chengcheng has over 10 years of experience in sustainability research and practice, working with diverse stakeholders—including government agencies and industry sectors such as manufacturing, technology, finance, food, and oil & gas—to translate strategy into action. As a subject matter expert in Life Cycle Assessment (LCA), she helps clients understand and reduce the carbon footprints of their products and services. Her expertise spans a wide range of domains, including product sustainability, carbon finance, circular economy, sustainable supply chains, carbon accounting and reporting, assurance, and regulatory research and strategy development related to sustainability. Chengcheng holds a PhD in Environmental Engineering from Nanyang Technological University (NTU), supported by the prestigious NRF Clean Energy Scholarship. She has also earned global sustainability certifications from leading institutions such as Cambridge and DTU, and holds the Advanced Certificate in Learning and Performance (ACLP) from WSQ.

Mr. Steven Huang is currently a Senior Research Fellow in the Energy Efficiency Technology Centre in SIT. He serves as a SCEM-EEOA Committee Member and is recognised as a subject-matter expert in utilities and energy systems.

Dr. Katy Kan is an educator, corporate trainer, and certified management consultant working at 
the intersection of professional communication, behavioral change, and sustainability. She has 
over two decades of experience designing and delivering curriculum at Singapore’s institutes of 
higher learning. Her work focuses on bridging the gap between theoretical frameworks and 
practical execution in organizational settings.

As a Professional Singapore Certified Management Consultant and an ISCA Certified 
Sustainability Professional, Katy consulted for Small and Medium-Sized Enterprises (SMEs) on 
Environmental, Social, and Governance (ESG) framework development, material topic 
assessment, and strategic alignment. She has also spearheaded continuing education and 
training (CET) initiatives and curated workforce workshops across various sectors, focusing on 
areas such as principled negotiation, structural narrative building, and visual communication.

With an academic research background complemented by early operational and marketing 
experience in the financial and healthcare sectors, Katy brings a balanced, systems-focused 
perspective to organizational problem-solving. For this workshop, she connects these 
disciplines to highlight the shifting responsibility in Facility Management —moving from reactive 
technical maintenance toward functional Choice Architecture to systematically influence 
occupant behavior and environmental outcomes.

A FM technology professional, he has been working in IT & FM industry for over 20 years. In year 2016, he set up Training-Asia to focus on providing FM-related training and consultancy services. Over the years of working experience, he has been well exposed in various industries with my core competence in FM and ERP (Enterprise Resource Planning) domains involving intuitive business transformation (IBT) process with many organizations of different size and complexity. Besides, He is also well-connected not only with organizations but also FM-related associations such as IFMA and its local chapter and other personnel who are involved in the FM education and advisory services. Currently, he is involved in promoting the ARCHIBUS education program for the facilities management industry. He has contributed in the production of the BIM Guide for Asset Information Delivery which provides guidance to the project consultants and contractors in preparing the digital information model suitable for asset operations and maintenance. Currently he is serving as the Vice Chairman for Strategy & Innovation Committee under International Facility Management Association (IFMA) Singapore Chapter.
