Gain an in-depth understanding of Singapore’s sustainability legislation, policies, and frameworks, as well as insights into global perspectives and comparative frameworks.
This module explores the environmental and sustainability laws that shape Singapore’s approach to sustainable development, examining areas such as climate policy, waste management, and resource conservation.
Learners will acquire a comprehensive understanding of Singapore’s regulatory landscape and compare it with international best practices, enabling them to critically analyse the effectiveness and impact of these frameworks.
This module is part of the Graduate Certificate in Sustainability Principles and Practices (GCert in Sust PP) and supports the Chartered Engineer (SG) in Sustainability Sector Certification Programme by IES. It is mapped to IES CEng (Sustainability) Module – CM4: Sustainability Legislation Framework of Singapore.
Who Should Attend
Learners who are seeking to enhance their expertise in environmental sustainability across diverse industry sectors, including sustainability officers, policymakers, managers, and business owners.
Prerequisites
- For learners who are not pursuing Engineering Sustainability Chartership:
- A Bachelor's degree from a recognised university
- For learners who are pursuing the Chartered Engineer (SG) in Sustainability Sector Certification Programme (CEng (Sustainability)) by IES:
- Washington Accord Degree or equivalent academic programme recognized by Professional Engineers Board (PEB)
- Minimum 4 years of working experience (in any field) as Engineer
- Learners should review the pre-requisites and register directly with IES Chartered Engineering Board for the CEng (Sustainability) certification. Introduction to Sustainability Legislation
- Gain an overview of environmental laws and policies that support sustainability globally and in Singapore
Singapore’s Key Sustainability Policies
- Explore the Singapore Green Plan 2030, Green Mark, Resource Sustainability Act, Energy Conservation Act, and Carbon Pricing Act
Climate Policy and Mitigation
- Analyse Singapore’s climate resilience strategy, adaptation measures, and the impact of international agreements like the Paris Agreement
Waste Management and Circular Economy
- Examine Singapore’s waste management policies, including the Resource Sustainability Act, Extended Producer Responsibility (EPR), and recycling initiatives
Water Management and Resource Conservation
- Learn more about Singapore’s water policies, desalination, and the NEWater project as models of sustainable resource management
Sustainable Urban Development
- Understand the role of legislation in promoting green buildings, urban planning, and nature conservation
Global Sustainability Frameworks and Agreements
- Examine various frameworks such as the UN Sustainable Development Goals (SDGs), the UN Framework Convention on Climate Change (UNFCCC), and the Convention on Biological Diversity

Upon completion of this module, learners are able to:
- Identify and explain Singapore’s key sustainability legislation and policies
- Analyse the alignment of Singapore’s sustainability frameworks with global standards and agreements
- Evaluate the impact of specific legislation on sustainability outcomes in Singapore
- Compare and contrast Singapore’s sustainability policies with those of other countries
- Critically assess the strengths, limitations, and future directions of Singapore’s sustainability legislation

Certificate and Assessment
A Certificate of Attainment will be issued to participants who:
- Attend at least 75% of the module; and
- Undertake and pass credit bearing assessment (worth 3 credits) during the module, which can be stacked towards the Graduate Certificate in Sustainability Principles and Practices
Participants who meet the attendance requirement but do not pass the assessment will receive a Certificate of Participation.
Assessment Plan
Learners will have to complete a project assignment.
