Biography
Innovator and transformation leader, policymaker and educator, operator and investor.
My track record is that of clinician, administrator and business leader, including as Executive Director of National Medical Research Council (NMRC), Director of EDB-MOH Heath & Wellness/ Regional Health System, Cluster Group Director Quality/ Manpower (at different points of time) global health director and SEA partner at two Big4 Advisory firms, and long-time advisor and investor to businesses and startups.
My last assignment in public service was in Singapore's Ministry of Health Office for Healthcare Transformation (MOHT) 2019-2025, where I led the Integrated Health Promotion programme team to strategize and implement a comprehensive set of integrated initiatives and toolkits for Healthy Precincts, ultimately to scale nationwide. We collaborated with whole-of-government agencies (eg URA, HDB, BCA, NParks, PA, SGCares, SportSG, NCSS, GovTech, etc), weaving these into Healthier SG narrative. We also co-created Movements for Health (M4H), Design for Impact (D4I) and other community activation initiatives; and developed a national digital mental wellness solution platform called mindline.sg . I also led the MOHT Financing Redesign team to develop strategies and incentives at the system level to support population health care models, including national risk adjustment modeling within a capitation financing environment.
I serve on the board of Loving Heart Multi-Service Centre, help build the community in Yuhua (and Greater Jurong), and I am a District Councillor with South West CDC. I also sit on the advisory boards of several social enterprises, advise venture capital funds, and evaluate up-and-coming innovative startups on various granting and funding panels.
With my broad and varied career in public-private-people sectors, I bring to the table a rich experience spanning the entire healthcare value chain. I work with global investors, funders, governments, NGOs, hospitals and life sciences companies in a range of ways: innovate business models, enter new markets, strategize and execute M&A, raise growth capital; effect business transformation to future-proof companies; test-bed and deploy new technology or processes while managing day-to-day operations.
After decades of fruitful "connecting the dots" and co-designing strategies to "move the big dots" for health and communities, this next phase of portfolio work is about: building Platforms and Leverage; pursuing a Massive Transformative Purpose (MTP) and exponential impact; developing future-ready leaders and flourishing communities; solving the biggest problems at the intersection of health, social and community.
